When it comes to making changes in law enforcement, there is no one-size-fits-all solution. Some changes can be made through policy from inside an agency, some have to come from city hall. Some might require entirely new approaches. We get into the differences between WPD and NHCSO when it comes to policy, funding, and oversight from elected officials.
